Vroom With A View

Edinburgh, Scotland- from The Daily Record, 12 November 2005- Here's a creative scheme:

"Anyone who buys one of the £230,000 flats in a new Edinburgh development before December 16 will get a Vespa scooter worth £2000 thrown in.

Bett and Bryant Homes say the scooters are the ideal way to get around the congested capital.

The scheme has been launched at the Strada development in Pilton Drive, which will become one of the largest new-build projects in the city by 2009.

Some residents say the scooters are likely to be stolen from the development, near the tough Pilton housing scheme."

Maybe they'll throw in a cable lock.
