CAN: $5 Tattoos for Prisoners

Ottatwa- From Carly Weeks of the CanWest News Service, 11 November, 2005- There's new evidence that liberals have given up on the US and have moved to Canada. In an expansion of an existing system, the government announced that tattoo parlors would be set up in additional prisons across Canada. Inmates will recieve tattoos at the parlors for $5 (loonies?), with the only restriction being that tattoos can be neither racist nor gang-related.

Here's the social theory- Prisoners are a creative bunch and have an affinity for things involving needles, including tattoos. In the absence of professional equipment and artists, it is possible to administer tattoos using simple contrived machines. A popular method is to take apart a walkman-style cassette player and attach a needle to the motor. The trick is getting a needle, and therein lies the risk factor. Because there are no controlled sterilization devices, there is a serious risk of transmitting HIV and other diseases through needle re-use.

The cost of the program is $700,000 and parlors have been opened in 5 prisons so far.
